Hi,

At the moment, we have a number of translations that exist for 18 that
won't make it into 19 in the current state. These are:

Czech
Greek
Italian
Brazilian Portuguese
PRC Chinese
Taiwan Chinese

We have a similar story for other components, but psql seems like the
highest priority. If anyone is able to bring these above the required
threshold, that would be much appreciated. And of course if you have
the cycles to also work on other components, that would be even
better!

Statuses for all translations for each component can be found here:
https://babel.postgresql.org/

A translation will be included if it has at least 80% of strings translated.
