Problems like 1 and 2 are easy - use "intervals".
select '1943-06-30'::date + '65 years'::interval;
2008-06-30 00:00:00
select current_date + '65 years'::interval;
2073-06-30 00:00:00

Though there may be a better method for this. I'd need to poke around in
the date arithmetic.
