If postgresql fails to start when computer is turned on the pid file
remains there so you can't manully start postgresql. The problem
occurred when i didnt have the computer plugged into the network (no
dhcp lease was received) and then plugged it into the network after the
computer was turned on.
Postgresql failed to start until i removed the pid file.
