Announcing version 1.3.0 of the pgwatch2 PostgreSQL monitoring tool

Pgwatch2 is an Open Source monitoring tool focusing on dashboards and alerts
provided by Grafana, one of the most popular tools in the area. Software is
designed to be easily installable (Docker) and extensible, by being able to
define new metrics and dashboards dynamically with zero programming.

This update is the biggest feature pack to date and offers advancements
especially for Enteprise and long-term deployments.

Most important features in this release are:

- Support for non-root Docker setups (OpenShift).
- Separate sub-component Dockerfiles and Docker Hub images for more advanced
orchestrated (Kubernetes/OpenShift/Docker Swarm) setups
- HA and load balancing for the metrics storage - 2 mirrored InfluxDBs option.
- More robust metrics storage handling - long term storage failure can't bring
the gatherer daemon down anymore, older metrics dropped in ringbuffer style.
- Better security/access control via env. variables
- Documentation for custom setups

4 new preset dashboards. For screenshots see:

- New dashboard - "Top N time consuming/frequent/slowest queries" added. Based
on pg_stat_statements extension.
- New dashboard - AWS CloudWatch overview. One can now easily monitor/alert on
both on-prem and AWS managed DBs.
- New dashboard - PgBouncer stats. Visualizes PgBouncer "SHOW STATS" output.
- New dashboard - "Biggest relations treemap". Visual highlighting of biggest
tables/indexes.

Other improvements:
- Various usability and security improvements for the Web UI. For example now
possible to hide component logs.
- "Change detection" feature doesn't expect monitoring role to be superuser.
- README updates.
