Yeah, and I think that it is caused by the following bit:
ifeq ($(with_llvm), yes)
all: $(addsuffix .bc, $(MODULES)) $(patsubst %.o,%.bc, $(OBJS))
endif

Shouldn't the latter part be ignored if PROGRAM is used?
