The following bug has been logged on the website:

Bug reference: 14323
Logged by: Lila Chang
Email address: lilacyd(at)gmail(dot)com
PostgreSQL version: 9.6rc1
Operating system: Window 7
Description:

For example, When I enter abc (char, 5 length) directly from viewing data,
pgAdmin 4 automatically changes 'abc ' to 'a '. When I use SQL to input
data, pgAdmin shows 'abc ' correctly. Text does not have this problem
either. Is it a bug?
