This person would like the following patch applied to libpq++ to fix a
problem with pg2xbase.  I have attached the bug report and his proposed
patch of removing 'protected' from two methods:
	   ExecStatusType BeginTransaction();
	   ExecStatusType EndTransaction();

It this acceptable to people?
