Is VACUUM ANALYZE a superset of VACUUM?

Does running "VACUUM ANALYZE" incorporate the effects of a plain old
"VACUUM"? Or, must I run both "VACUUM" and "VACUUM ANALYZE" to have old
rows removed *and* statistics gathered? The docs aren't clear about this.
