I use CVSup to locally mirror the repo. They've had the repo
available via CVSup for some years now.
I use this .cvsup file:
,----(/mirror/CvsUp/Postgresql/pgsql.cvsup)
| *default release=cvs host=cvsup.postgresql.org base=/mirror/CvsUp/Postgresql/CVSup
| *default prefix=/mirror/CvsUp/Postgresql/cvs delete old use-rel-suffix
| *default compress
| pgsql
`----
(Change the base= and prefix= directories to where you want to store
cvsup's working files and the mirror of the repo.)
