It's almost there, you need to add something like this to Mkvcbuild.pm:

    if ($solution->{options}->{python2_stub})
    {
        my $plpython2_stub =
          $solution->AddProject('plpython2', 'dll', 'PLs',
'src/pl/stub_plpython2');
        $plpython2_stub->AddReference($postgres);
    }
