sincronizar Postgres on premise a Postgres en la nube

Estimados:

luego de migrar de centos 7.9 a almalinux 8.9 on premise , manteniendo
la versión 10.23.

esto lo realizo el DBA oficial que se fue......... de merecidas vacaciones

quede yo de backup, y me solicitaron sincronizar desde on premise a la
nube, en la nube hay postgres 13.13

busque pglogical y ya no esta para postgresql 10.23. en almalinux,, solo
encontre unos para centos

si esta para postgresql13.13 , que esta instalado en almalinux

mi pregunta es si se puede usar pgupgrade para llevar esa base de 10.23.
a 13.13 , la base pesa 1.5 T

después mi idea es usar pglogical para sincronizar a la nube.
