Error on Windows Server 2003 "could not connect to server: ..."

Hi everybody thank you for your help.
I apologize for my writing becuase my english is very bad.
I have PostgreSQL database on Windows Server 2003, I changed the password of
the Postgres user, this one, is the Operating System user. When this change
I have this error menssager:

"could not connect to server: Connection refused (0x0000274D/10061) Is the
server running on host "127.0.0.1" and accepting TCP/IP connections on port
5432"

I don´t have idea about this.
