Aggregate definition : small oversight ?

Dear list,

7.3.x has CREATE OR REPLACE { VIEW | FUNCTION | TABLE ... }, but it lacks
CREATE OR REPLACE AGGREGATE, which may be a boon to ten-thumbed users like
me ...

Is that an oversight, or is there deeper reasons to this omission ?
