Connection failure asks for password

I currently have pgAdmin remember my password. When I get a connection
failure and then try to connect again, I get asked for my password.

Can we get pgAdmin to distinguish between errors due to connection
failure and errors due to the password being wrong and have it realise
it's a network error and use the previously stored password?

I'm using 1.6.3 (Mar 23 2007, rev: 6112) on Win XP Pro (SP1) with
postgresql version 7.4.5.
