Here is a patch for this case, against REL_18_STABLE, that adds
086c84b23 to the 18 release notes:
Report RESTRICT foreign key violations with SQLSTATE 23001
(restrict_violation) instead of 23503 (foreign_key_violation)
(Peter Eisentraut)
I put it in the Constraints section with the other foreign key items.
Laurenz suggested the migration section; cd838e200 isn't listed there
either, but I'm happy to move it if that's preferred.
The patch also fixes a doubled "the" in the collation entry of the
same section.
