C++ disabled by default

It has been pondered several times before but no one ever got to it: I
disabled the C++ build by default. It just creates too many problems for
people who don't care.

So now you only need C by default and other language interfaces can be
enabled by --with-perl, --with-CXX, --with-python, --with-tcl. Call it
consistency.
