1) Without a bold header like "User Lists", "Developer Lists", ...
pgsql-announce blends in with the page header.

2) If pgsql-www is an open list, subscription information should be listed
on its index page.

3) pgsql-hackers-win32 is missing the whole border/search area.

4) In general the main index pages for each list aren't the same, some
have detailed introductions. Some are missing the bolded list name
header. Compare for example hackers and bugs.
