Bueno, podrías usar el servicio de tareas programadas de windows NT
(verificar que este corriendo el servicio)...
No es muy flexible, pero funciona...

at 23:00 /every:monday "c:\sarasa_carpeta_instalacion\bin\pg_dump blablabla"

y vas a tener que configurar el pg_hba.conf para que no te pida password o
usar algunos de los métodos comentados en la lista, hay que ver en que
versión funcionan... RTBM (read the blessing manual) :-)

Yo probaría que funcione, leería todos los dias el log, haría un restore en
un servidor de prueba...
