cygipc startup issues...

i have postgres 7.1.2 binary running under cygwin
on win2k on two machines. both used the same
installer and follwed the same instructions. on
one machine there are no problems. on the other
machine the cygipc service does not properly start
when the machine is rebooted. it _does_, however,
start properly when i manually start it from the
services control panel.

the error message that i get is that cygipc did
not start up in a timely fashion.

since the machine that it is failing on is a dev
machine and not a production machine this isn't a
critical issue but it _is_ annoying.

any ideas?
