I don't know who maintains the BugTool which submits these submissions, but
would it be an idea to use the short description within the subject line of
the generated email?

It gets quite hard to link threads when each is "PostgreSQL BugTool
Submission".

If a real user just put "bug" in the subject they would likely be pulled up
to use a more descriptive subject.
