I took your dump and loaded it into a Pg 8.1.3 database on FreeBSD 6
with UTF-8 encoding. Then I did pg_dump on that database and it had
no complaints.

The data looks the same when scanned by eye (did not do direct
comparison).

So either it is a Windows related bug or you're not doing the same
thing I did.
