Remove unused parameter from pgstat_execute_transactional_drops().
This function's is_redo parameter has been unused since it was
introduced in commit 8b1dccd37c. It seems unlikely that we'll ever
need to know whether we're replaying WAL here, and if we do, it's
easy enough to add it back.
