doc PG 19 relnotes: adjust for missing items
LLMs identified several items that were not clear in the commit messages
but appeared in the patch contents. Items include:
* removal of io_workers
* wait event buffer renaming
* removal of wait event BufferContent and addition of three new ones
* stemmer changes
