The following bug has been logged on the website:

Bug reference: 7739
Logged by: Chip Schweiss
Email address: chip(dot)schweiss(at)wustl(dot)edu
PostgreSQL version: 9.2.2
Operating system: Centos 6.3
Description:

If I set the following in sysconfig:
PGDATA=/pgdata
PGLOG=/pgdata/pgstartup.log

service postgresql-9.2 initdb will fail because /pgdata is not empty when it
is checking.

When out the PGLOG line, initdb will succeed and it can be added back.
