Hi Mathew,
I have tried the rpm contrib package and it has depenancies on other
packages. So I tired compiling the source with no luck.
http://developer.postgresql.org/docs/pgsql/contrib/
I guess I will just upgrade the server to a newer version.

pg_autovacuum should work against Postgresql 7.3.x. I don't know if
compiling it from source, or using a 7.4 rpm will be easier....
