It was made to cope with encoding such as an Asian bloc in 7.2Beta2.

Added ServerEncoding
Korean (JOHAB), Thai (WIN874),
Vietnamese (TCVN), Arabic (WIN1256)

Added ClientEncoding
Simplified Chinese (GBK), Korean (UHC)
