WithHold Cursor issue post migration to Azure

We have recently migrated our postgreSQL DB to Azure with 12.3. version,
alongside we also migrated our application to newild build RHEL9 , but we
are facing withhold cursor issue and performance issue . Below are the
details .. I need expertise on how to resolve this ..
