Please note that this mailing list is for PostgreSQL bug, and this is
neither a bug or related to postgres.
That being said I'm not sure what isn't clear in the error message,
even though the message is lacking a specific version. You have to
upgrade phppgadmin to a newer version that supports postgres 13. Just
install the latest version released. If that doesn't work open a bug
on phppgadmin bug tracker.
