Hello Valeh,
If there is no Postgres User Group (PUG) for the region you are located you
can start one and start organizing events.
If there is a local PUG you can join and be a part of community there. If
you have means to travel you can visit conferences in Europe too.
There are also different mailing lists, you can find one that is
interesting for you and start reading and replying.
