I discovered yesterday, while poking around the AWS website, that they've
fixed a couple of the bugs I mentioned: lack of logging of vacuum jobs,
and the reserved superusers connections issue.

The fix for reserved superusers is available on RDS Pg v 9.4.5; the fix
for the vac log messages is on 9.4.5 and 9.3.10.
I'm also happy about these because they're suggestions that I made :)
(Now to get to work on the storing snapshots on s3 issue...)
