Yeah.
That's the case.
And, one of the reason, we (EnterpriseDB Installer team) do not include the
PostgreSQL path in the ldconfig.

Can reconfigure the psycopg2 with this rpath?
python setup.py clean
python setup.py build_ext --pg-config <PG_CONFIG_PATH> --rpath
<PG_LIB_DIR> ..

i.e.
python setup.py build_ext --pg-config /opt/PostgreSQL/9.0/bin/pg_config
--rpath /opt/PostgreSQL/9.0/lib ...
