I can say so broken regress tests has related to locales

with czech locale LANG=cs_CZ.UTF8 following two tests fails

json_sqljson ... FAILED 148 ms
jsonb_sqljson ... FAILED 3791 ms

The problem is in comparison digits and chars. the result is locale depend.
