Cannot login CommitFests due to cool-off period

Hi CommitFests maintainers,

I logged in to the PostgreSQL site via my Google account a couple of
days ago, and I still cannot log in to CommitFests. The error I got is:

cool-off period between account creation and logging in.

You have not passed the cool off period yet.

```

How long is the cool off period? I am going to submit a patch, so I need to
log in to CommitFests.
