This is not a bug. Postgres can be compiled on Windows XP as far as I
know (see for example buildfarm machine frogmouth). You had better
check the compatibility of the installer you used with the organism
that maintains the one you used.

By the way, you had better avoid 9.4.0, many bug have been fixed in
the latest 9.4.2 (may be better to wait for the soon-to-be-released
9.4.3 as well).
