Yes, psqlodbc - PostgreSQL ODBC driver <https://odbc.postgresql.org/> should
be the tool needed in addition to the generic ODBC driver.

Then the first step is to configure the connection between ODBC and the
PostgreSQL DB. odbc.ini file should declare the server and in case of need
the driver too.

If this is OK then MS Server should be configured to use the ODBC
connection with given credentials.

About this part and more generally about MS SQL I have no knowledge. But
since ODBC is AFAIK a MS-orginated technologie there should be good
instructions available.
