Ayuda..!

Que tal,
podrian ayudarme con un error que me sale en una web??
Warning: pg_connect() [function.pg-connect]:
Unable to connect to PostgreSQL server: could not connect to server:
Connection refused Is the server running on host "localhost" and
accepting TCP/IP connections on port 5432? in/home/webmaster/dircons.com.mx/html/utilerias/db.phpon line 19
Debo activar postgresql donde tengo hospedada la pagina? ¿como?
gracias por la ayuda, nunca he usado postgresql, solo mysql y sql2005

Ese error es típico cuando no esta el servicio disponible o el firewall no tiene el puerto respectivo open o mal configurado las directivas de postgresql.

Verifica:

1. El hosting ofrece el servicio de Postgresql?
2. Existe algún firewall entre el cliente y el server?
3. Esta bien configurado pg_hba.conf?
