pgAdmin II Features Missing in Current Version

I downloaded version 1.4.12 of pgAdmin II and it seems to be missing a lot
of features that are supposed to be there and ARE there in the screen shots.
Things like managing tables, permissions, etc. The options are in the
Create Objects list, but they are all grayed out. I connect to the Database
just fine. The features are just missing. And the interface looks a bit
different that the screen shots. The build number is the same and
everything. Am I missing something.
