Public FTP services terminated

All public-facing postgresql.org FTP services were shut down today,
August 15, 2017, as previously announced here:

https://www.postgresql.org/message-id/09fd5ea6-7e09-3101-07ba-2c1d9f2d0aec%40joeconway.com

The affected services are:

ftp://ftp.postgresql.org

The DNS name ftp.postgresql.org will remain the same and should just be
accessed using HTTPS instead:

https://ftp.postgresql.org
