I am trying to create the passwd and group files

When I do the following command

mkpasswd -d /etc/passwd

I get the error message:

NetUserEnum<> failed with 1726

I am working in a NT domain and cygwin is installed on a NT Workstation.
The session is open under the doamin administrator.

Any help is welcome.
