I didn't found the official statues of the association, so it's hard to
get the objectives. However I found
https://www.postgresql.fr/nouveaux_statuts_travail which is maybe good
enough ?

From this page the objectives of the association are:

* to promote, directly or indirectly, the PostgreSQL database management
system
* to be the preferred contact for users by offering a French-speaking
representation of PostgreSQL.

It is surprising to get a message about "derivative of PostgreSQL"
promoted by the french speaking association.
Is it really ?
Also it is a "Association Loi 1901" and it's worth mentioning.
