I could weigh in; in view that I have put in a funds request
submission for the recent Ohio LinuxFest trip, I presumably have even
more bias in the matter than even those that are responsible for the
disbursements. :-)

That being said, my preferences would fall similarly to others; if
there are places where putting money into project infrastructure would
provide benefits, that would seem "priority #1" to me.

Secondary would be to improve the ability to get people to do
publicity and development.
