I would assume that anyone writing anything that calls such a low-level function reads -hackers regularly and would easily be able to handle whatever changes to their code that the new callback parameter required. We would obviously want to send notice about this ahead-of-time in addition to sticking something in the release notes.
That said, I'd be rather surprised if anything actually calls planner functions directly.
