No:

# rpm -qf /opt/rh/llvm-toolset-7/root/usr/bin/clang-5.0
llvm-toolset-7-clang-5.0.1-4.el7.x86_64
# rpm -qv clang
clang-3.4.2-9.el7.x86_64

The OS-default clang version is not sufficient enough to build PostgreSQL.
