Oh, hmm, all these years playing with this stuff and I never realized
msys make had these smarts built in, as it apparently does:
$ cat xx.make
foo:
touch foo.exe
$ make -f xx.make
touch foo.exe
$ make -f xx.make
make: `foo' is up to date.
