This is not a bug report. Please ask on pgsql-general or Stack Overflow

Also, UPGRADE URGENTLY. You are running a dangerously ancient version of
the 8.3 series that is missing lots of bug fixes. The latest 8.3 is
8.3.20 and has more than two years of fixes in it.

Back up your database then get 8.3.20 here:

http://www.enterprisedb.com/products-services-training/pgdownload#windows

and install it. You don't need to dump and reload.

Also, note that "Windows 7" doesn't explain much. You need to be
specific, eg "Windows 7 Professional x64 Service Pack 1".
