Errr. Why is cyg-ipc.... not in cygwin??

Having been doing some rapid acclimatisation to getting postgreSQL running
on Windows NT codebase, and learning all about cygipc etc. can I ask a
perhaps rather dull question... Why is cygipc not in the cygwin package as
its an essential part to make postgreSQL (which IS in the cygwin package)
run...?

Just a thought.
