Veo en la configuración que ambos backend tienen el mismo peso asignado.
¿Creaste el usuario pgpool sin contraseña?
¿El mismo host donde tienes a pgpool es tu primer backend? Porque veo
que el nodo pgsql1 está en ambos parámetros.
¿Éstos son los errores no?
