That's not necessarily a bug.

Did you install under the same user account?

Have you checked the Event Viewer to see if there are any errors
starting PostgreSQL? (Control Panel -> Administrative Tools -> Event
Viewer on WinXP).

Have you looked at the PostgreSQL log files to see what, if anything,
went wrong starting up?
