I don't like the "small groups" term as, I think, you should already
know. I don't think it did anything good for the french PUG. Hmmm, I
don't think it did anything *at all*. But I already told this on the
french ML (and/or IRC), I won't do it again.

I would much prefer that we talk about creating different mailings
lists. One for each or your "small groups". Anyone can subscribe, nobody
is a chief. We already have four elected official representatives, I
don't understand why we would need another level of hierarchy.

I would prefer the other way around: add rules if/when we need them.
