Solved:

For those OpenBSD people, your kernel needs to have these options in your
kernel-configuration file:

# PostgreSQL NEEDS THIS
option SYSVMSG # System V-like message queues
option SYSVSEM # System V-like semaphores
option SYSVSHM # System V-like memory sharing
